Annual reports for business and nonprofit entities are due June 3 ...

Secretary of State Matthew Dunlap reminds all business and nonprofit entities on file with the Secretary of State?s office as of December 31, 2012, their 2013 Annual Reports are due June 3, 2013.

Business and nonprofit entities can file quickly and easily using the Secretary of State?s online filing system. To file online, go to https://www10.informe.org/aro/index_on.html . Payment may be made by Visa, MasterCard, Discover, electronic check or with a subscriber account.

The Annual Report fee is $85 for domestic business entities, $150 for foreign business entities and $35 for domestic or foreign nonprofit corporations. Entities that filed online in a previous year will be able to review the information provided at that time, and will simply need to update that information as necessary prior to filing this year?s report. For account subscribers, the online filing service includes additional functionality to assist with managing multiple annual report filings.

Another online service allows noncommercial clerks or noncommercial registered agents to change their addresses. Additionally, this service allows an authorized individual of a foreign entity (organized outside Maine) to change the principal or home office address. Anyone wishing to make these address changes separately from the online annual report filing service, should visit: https://www10.informe.org/icrs/change/ .

For entities that prefer to file a paper annual report, a preprinted form can be downloaded at: http://www10.informe.org/aro/form_download.html .

A substantial late-filing penalty will be assessed, and may not be waived, on all reports received after June 3, 2013, the legal filing deadline.

'Spirit of the Cold War': Russia says US diplomat was ... - World News

Ryan Fogle, a 29-year-old U.S. Embassy employee, was reportedly caught trying to recruit a Russian intelligence official to work for the CIA. ?NBC's Andrea Mitchell reports.

Evoking the spy games of the Cold War, Russia said Tuesday that it had detained an American diplomat who was carrying cash, two wigs and technical equipment and was trying to recruit a Russian intelligence official to work for the CIA.

Russia ordered the expulsion of the American diplomat, whom it identified as Ryan Christopher Fogle, third secretary of the political division of the U.S. Embassy. The State Department said only that an officer at the U.S. Embassy in Moscow had been detained and released.

American officials said they did not expect a rift in U.S.-Russian relations. U.S. officials are trying to improve those relations, and to persuade Russia to help resolve a civil war in Syria.

Wigs and spy gadgets that the Russian Federal Security Service says were carried by American diplomat Ryan Fogle.

Russia used stronger language, calling the matter provocative and in the spirit of the Cold War.

A statement by the Russian Federal Security Service, the successor agency to the Soviet-era KGB, said that Fogle was taken to the service?s headquarters and then to the U.S. embassy after his arrest Monday night.

The security service, known as the FSB, released to Russian media photographs of the American?s arrest and what it said were items he had with him, including the wigs, a torch, a compass and a wad of 500-euro notes, each worth $650.

Russian television also displayed a letter it said was found on Fogle, printed in Russian and addressed ?Dear friend.? The letter offered a $100,000 payment as ?an advance from someone who has been highly impressed by your professionalism, and who would highly value your cooperation in the future.?

The statement from the security service said that the U.S. had ?repeatedly attempted to recruit employees of Russian law enforcement bodies and special departments? recently.

The U.S. ambassador to Russia, Michael McFaul, was participating in a question-and-answer session on Twitter when the detention was announced. He was summoned to Russia?s foreign ministry, The Associated Press reported.

Experts expressed surprise at the old-school nature of the alleged espionage, but they noted that intelligence-gathering had not stopped just because the Cold War ended more than two decades ago.

?If anything, it has increased,? said James Nixey, head of the Russia and Eurasia Programme at the British think tank Chatham House. ?The methods have changed ? or so we thought ? because it?s more about industrial espionage and corruption these days.?

Besides the diplomacy over Syria, there have been questions about whether Russia gave the United States enough information about Tamerlan Tsarnaev, one of the suspects in the attack on the Boston Marathon.

Russian officials asked the U.S. for more information about Tsarnaev, who was born in what is now Russia and traveled to Russia early last year. Russia suspected that Tsarnaev was becoming radicalized, American officials have said.

The FBI interviewed him in 2011 and turned up nothing, and when the FBI asked Russia twice for more information about its concern, Russia failed to respond, the American officials said. Tsarnaev was killed April 19 in a shootout with police.

President Barack Obama later said Russia had cooperated since the attack but noted: ?Old habits die hard. There are still suspicions sometimes between our intelligence and law enforcement agencies that date back 10, 20, 30 years, back to the Cold War.?

The incident would not be the only intelligence blunder in Russia. Britain admitted bugging a Moscow park in 2006 by disguising a recording device as a big rock. The FSB saw a British diplomat picking it up and walking away with it.

Just 14% of businesses say their CMS gives a complete view of ...

Two of the major digital trends of 2013 have been content and inbound marketing, both of which rely to an extent on having an effective content management system (CMS).

New research from Econsultancy and Adobe shows that although organisations are very aware that their ability to implement an effective content strategy is tied to the integration of their CMS with the other technologies, the promise of the technology far outstrips their current reality.

The data shows that 94% of businesses believe that it?s ?quite? or ?very important? to tie content management together with the ability to measure its performance on site (i.e. web / mobile analytics).

Digital asset management (91%) and personalisation (88%) are also seen as key areas that need to be integrated with the business? CMS.

But despite these results, only 14% of responding businesses say that their ?CMS enables them to have a complete view of engagement across all channels.?

The new Econsultancy/Adobe Quarterly Digital Intelligence Briefing, entitled ?From Content Management to Customer Experience Management?, is based on a web content management survey of more than 1,000 business professionals spanning marketing, web development and other business departments, carried out in March 2013.

How important is seamless integration of CMS with the following types of digital marketing platforms or technology?

The survey also asked respondents to rate the ability of their current CMS to integrate with various platforms and technologies.

No one area stands out as a strength, with only web/mobile analytics breaking the 10% mark for ?excellent" ratings. On average, fewer than 30% of respondent organisations describe their integrations as being ?good? or ?excellent,? which is exceeded by those describing them as ?poor.?

How do you rate the ability of your current CMS to integrate with the following digital platforms and technologies?

Looking at which factors present the greatest barriers to successfully implementing a CMS, the most common reasons among business respondents were ?CMS technology limitations? (36%) and ?lack of integration with the rest of the business? (35%).

Conversely, the most common answer among agency respondents was ?poor alignment with business needs? (38%).
