We each have our own styles and preferences, so customers can follow whichever of us has tastes that mirror their own. (As a side note, several of us are studying together for the Master of Wine exam, so things can get pretty intense around the office with our wine geekiness.)

South Florida Food and Wine: As a Master of Wine candidate, what is your most memorable wine moment to date?
Dini Rao: Undoubtedly the 1921 Dom Perignon, the first vintage ever made. It was a wine from Doris Duke?s collection, and as such, it was pristinely stored.? I was working at Christie?s auction house and at the time, just learning about how wines mature. I discovered not only that Champagne can age, but it can age for more than 80 years and still improve.? It was an absolutely sublime experience because the bottle still had some effervescence and smelled like fresh ocean air and buttery biscuits, two of my favorite things. I had one of those ah-ha moments where I realized the incredible nature of wine: I was tasting history. (This all happened soon after I got married, and when I got home that night I told my new husband I?d just had the best day of my life!? That didn?t go over too well.)

South Florida Food and Wine: What is the best wine advice you ever received?
Dini Rao: Aside from just enjoy it? Don?t drink your white wines too cold or you will miss the nuances.

South Florida Food and Wine: Your sense of taste and smell are crucial to your job, what if you lost your ?senses?? What would be, your Plan B?
Dini Rao: I would be so sad not to be able to smell freshly baked bread!? Well before I decided to become a sommelier at the age of 17, I?d dreamed of becoming an entrepreneur. I?d start a company that somehow makes people?s lives better, a little more fun every day.? Oh wait, I think I do that now?

South Florida Food and Wine: Who is the one person you would love to share a bottle of wine with?and why?
Dini Rao: None of my ancestors ever drank wine as my family is pretty religious, but my great-grandmother was quite the rebel of her time. She was the first woman in her Indian village to drive a car, she started a very successful line of beauty products still sold throughout India, and she had an incredible jewelry collection. I bet she?d have wild stories to tell once she had a glass or two!

South Florida Food and Wine: It?s your last day on earth, what would your final quaff and meal be?
Dini Rao: ?Roast chicken with morel mushrooms and a bottle of truly great red Burgundy like the 1929 La T?che will do. And I?d finish with some sherry and Marcona almonds.? Not many people drink sherry, which is such a shame. But hey, that means more for me.

Endeavour finally reaches permanent LA museum home

LOS ANGELES (AP) ? It was supposed to be a slow but smooth journey to retirement, a parade through city streets for a shuttle that logged millions of miles in space.

But Endeavour's final mission turned out to be a logistical headache that delayed its arrival to its museum resting place by about 17 hours.

After a 12-mile weave past trees and utility poles that included thousands of adoring onlookers, flashing cameras and even the filming of a TV commercial, Endeavour arrived at the California Science Center Sunday to a greeting party of city leaders and other dignitaries that had expected it many hours earlier.

Endeavour was still inching toward a hangar on the grounds of the museum mid-Sunday afternoon.

"It's like Christmas!" said Mark Behn, 55, a member of the museum ground support team who watched the shuttle's snail-like approach from inside the hangar. "We've waited so long and been told so many things about when it would get here. But here it is, and it's a dream come true."

Movers had planned a slow trip, saying the shuttle that once orbited at more than 17,000 mph would move at just 2 mph in its final voyage through Inglewood and southern Los Angeles.

But that estimate turned out to be generous, with Endeavour often creeping along at a barely detectable pace when it wasn't at a dead stop due to difficult-to-maneuver obstacles like tree branches and light posts.

Another delay came in the early morning hours Sunday when the shuttle's remote-controlled, 160-wheel carrier began leaking oil.

Despite the holdups, the team charged with transporting the shuttle felt a "great sense of accomplishment" when it made it onto the museum grounds, said Jim Hennessy, a spokesman for Sarens, the contract mover.

"It's historic and will be a great memory," he said. "Not too many people will be able to match that, to say 'we moved the space shuttle through the streets of Inglewood and Los Angeles.'"

Transporting Endeavour cross-town was a costly feat with an estimated price tag of $10 million, to be paid for by the science center and private donations.

Late Friday, crews spent hours transferring the shuttle to a special, lighter towing dolly for its trip over Interstate 405. The dolly was pulled across the Manchester Boulevard bridge by a Toyota Tundra pickup, and the car company filmed the event for a commercial after paying for a permit, turning the entire scene into a movie set complete with special lighting, sound and staging.

Saturday started off promising, with Endeavour 90 minutes ahead of schedule. But accumulated hurdles and hiccups caused it to run hours behind at day's end.

Some 400 trees had been removed along the route, but officials said most of the trees that gave them trouble could not be cut down because they were old or treasured for other reasons, including some planted in honor of Martin Luther King Jr.

The crowd had its problems too. Despite temperatures in the mid-70s, several dozen people were treated for heat-related injuries after a long day in the sun, according to fire officials.

But it was a happy, peaceful crowd, with firefighters having only to respond to a sheared hydrant and a small rubbish fire, and no reports of any arrests.

And despite the late problems the mood for most of the day was festive.

At every turn of Endeavour's slow-speed commute through urban streets, spectators jammed intersections as the shuttle nosed past stores, schools, churches and front yards through the working-class streets of southern Los Angeles. Sidewalks were off limits due to Endeavour's enormous wingspan.

Endeavour's arrival in Los Angeles was a homecoming. It may have zipped around the Earth nearly 4,700 times, but its roots are solidly grounded in California. Its main engines were fashioned in the San Fernando Valley. The heat tiles were invented in Silicon Valley. Its "fly-by-wire" technology was developed in the Los Angeles suburb of Downey. In 1991, it rolled off the assembly line in the Mojave Desert to replace Challenger, which blew up during liftoff in 1986.

As Endeavour shuffled by crowds, its age was evident after 123 million miles in space and two dozen re-entries.

Stephanie Gibbs, a longtime Inglewood resident, passed the Forum, where the Los Angeles Lakers used to play and where Endeavour made a pit stop Saturday, many times in her life. But she wasn't prepared for what she saw.

"There was a space shuttle blocking the street and I said, 'Whoa,'" she said.

Gibbs, who lives off Crenshaw Drive, the narrowest section of the move, would like to see a sign designating it as a shuttle crossing.

"We've been on the map" because of the Lakers, she said. "This kind of highlights it more."

Good news as the 747's are so bad in economy. Anything would be welcome. I didn't know that CO charged for their economy alcoholic drinks in the past.

It is actually a downgrade for the UA side.

All types of alcohol were complimentary TPAC and Intra-Asia on sUA, not just beer, wine, and sparkling wine.

Nice spin by the UA PR folks however.

But seriously, I've flown DL, AA, old-UA and old-CO in Y on TATL (in addition to OS and LH).

Old UA was the worst. Delta and AA were just ok. CO was the best of the US carriers, but I still much prefer OS and LH to any US carrier.

I'm not sure that better is the right word, but since most people probably have beer or wine, it is for many. Also, since that is what is free in the Club, it is more consistent.

I find the service to be worse than the competition, but the seat comfort and amount of space to usually be better.

I typically prefer EU carriers when it comes to service, but US carriers when it comes to comfort.

On UA TATL, a lot depends on the aircraft and the class of service though. The sUA IPTE 772 in Y is pretty nice, as is the sCO 772. I prefer sCO in J class to sUA IPTE in J class on the 772 as there are fewer seats across. 2-2-2 as opposed to 2-4-2.

On the 767, I find the sUA 763 to be nice in all classes, but I'm not as much of a fan of the IFE in Y on the 763 as I am on the 764.

I've never flown TATL on a 752, since I usually book myself on the 772 when going to EWR. I have flown the sCO 752 between IAH and LAX though, and I find them to be a bit tight.

They don't fly the 744 to LHR anymore. It has been 6 years since I've flown on a UA 744.

They charge for booze in Y, beer wine and spirits.

My preferred airline to LAX from here is NZ, especially in J class!

I wouldn't say hell on earth. There is certainly worse. You could fly Icelandair which has one meal and one beverage service and that's it. No complimentary meals either.

With UA, it depends on what you are looking for. For the most part, full AVOD PTVs although some flights with old style looped IFE and a couple with only overhead. If you are eligible complementary best legroom in the industry (or for a fee). Full frequent flyer miles an all paid tickets. The food is rather lousy and no free alcohol. So if alcohol is a big factor for you, choose someone else or be prepared to pay.

Or book the UA codeshare flight number on a flight operated by one of their non-US Star Alliance partners.
Little touches like that make a difference. On a recent UA flight SFO-HKG, we were well tended to in Y by the Hong Kong-based crew. I was offered a double portion of the hot lunch, and free wine and beer was on ready offer. When I also requested a brandy with the post-meal coffee service, Curvoisier was served with a smile and with no asking for money. My expectations had been low, so the overall service on that flight came as a nice surprise.

But beer and wine was already free for TPAC flights on sUA. Let's be honest, for TPAC flights UA is taking away free spirits on sUA while making beer and wine free on sCO.

I don't drink beer and the wine in Y is pretty shabby. I don't drink a whole lot, but when I do drink I drink spirits, so this would be a definite downgrade to me.


Since they've started charging for spirits (Oct 1) everyone prefers the free beer and wine. So you land at the destination with maybe 3 or 4 beers, and a handful of wine splits left. The mini trays are barely touched in Y class. It's a downgrade for T-Pac s-UA customers.

I always comment on United posts and this stuff drives me crazy to read. With 2.5 million BIS miles on UA I fly for business almost exclusively and always in J and sometimes lucky to get F on United. I do fly many other airlines so I do have the opportunity to compare. United is United, it is a huge mainstream carrier. Over 20 years they have gone way up and way down 5 times. Today is an odd time for United. It's not really United. It's a new thing. Not unless you get a United interior with United crew. Otherwise Continental has done an "invasion of the body snatchers" to United. The smaller, bad business airline ate the big United. (yes, it HAD great customer service) Many would see the disappearence of UA as good. (I dont and still want the tulip back!) I think it has certainly made the food MUCH better!
I fly TATL and South America the most with a couple of trips to China. Y on United always looks horrible -- avoid it if you can afford it! --on long haul, except for E Plus. Those folks look so MUCH more happy. In E+ you sleep with a smile. It's certainly great on domestic routes.

United's new Global First (not so new anymore) is very wonderful in many ways but it's not the new LH long haul F! On TATL, deep South America and Asia J and F are very good. On the ac that has up to date IFE I think United is good nose to tail. The key is..will United commit to becoming a "great" airline that has a great customer experience...in ALL classes. Will it keep up the very generous perks for high value loyalists? or just focuses on making tons of money alone.

If I was CEO I would make all booze free on international and add an extra 50 cents to domestic booze. But keep mailing free drink coupons for Y to FF's. Sorry for my rant! All booze should be free.

I think all of this talk about free booze on UA flights probably has Willaim Patterson rolling in his grave. He was adamantly opposed to offering any alcoholic beverages - free or otherwise - on UA flights back in 40's when doing so became common practice in the US. He complained to the CAB that providing alcoholic beverages was not only unsafe but he also contended that other airlines were gaining an 'unfair competitive advantage' by doing so. The eventual compromise was a 'gentlemen's agreement' among the majors that alcoholic beverage service was (supposedly) limited to two drinks per passenger in coach. In first class the liquor flowed much more freely but there was always the caveat that the cabin staff reserved the right to refuse to serve any passengers who appeared to be drunk.

Personally, I like a glass of wine or two on a long flight or even a martini before a meal when traveling J or F but I typically try to avoid over indulging becasue of the exaggerated effects of alcohol on your body when you're flying.

BTW - just flew IAD-SEA in F last week on a PMUA 752 with a UA crew and was quite pleasantly surprised with the attentive service both on the ground and in the air. The IFE was ho-hum and the food was nothing to write home about but the attitude of the ground staff and FAs was much better than I remembered. Back in '02 UA chased me into the arms of CO and I had carefully avoided flying UA until now even though it meant sometimes having to go through HOU or EWR. Hopefully my recent experience is a sign of better things to come.

ASUS Tai Chi convertible laptop hits the FCC

If 2012 was the year of the Ultrabook, 2013's going to be remembered by the massive proliferation of laptop / tablet hybrids. One such convertible that's just been given full marks by the FCC is ASUS' TAICHI, an 11.6 or 13.3-inch unit that's packing an Ivy Bridge Core i7, 4GB RAM and, most notably, a display on both sides of its lid. While there's no official word from the company on a launch date, now that the government has given a thumbs up, it can't be too much further out. Plausibly, a rogue Amazon listing has pegged the 11.6-inch model as costing $1,300 and arriving on October 26th, alongside Windows 8.

Spotting a trend in the genes: Three genes that cause cancer and disease in humans also 'paint' spots on butts of fruit flies

ScienceDaily (Oct. 12, 2012) ? Spots on the butts of fruit flies are really, really small. But what a researcher and his graduate student are discovering about them could be gigantic.

Thomas Werner, assistant professor of biological sciences at Michigan Technological University, and his PhD student, Komal Kumar Bollepogu Raja, have discovered that three genes that cause cancer and disease in humans also "paint" the spots on the fly's body. This discovery could enable researchers to study how those genes work in fruit flies and apply that knowledge to treating cancer in people.

"The last common ancestor of man and fruit flies lived about 600 million years ago," says Werner. "All the genes needed to build a body were already present in that ancestor, and today we still share virtually all of our body-building genes with fruit flies. This is why we are able to study human diseases like cancer in fruit flies."

Werner and Raja are interested in how DNA encodes body forms and patterns in animals. They use color patterns as a model.

They've made strong connections between developed spots and three genes, all of which have cancer- and disease-causing counterparts in humans. Thus, the abdominal spots of this tiny fruit fly could be a great model for understanding genetic pathways that cause cancer.

"We are looking here at proto-oncogenes, which are cancer genes that cause disease when they are active in an uncontrolled manner," Werner explains. "Both humans and flies have them, and in flies they learned to paint black spots on the abdomen."

This reveals that old genes can learn new tricks; they just need to become part of a new genetic pathway, like, in this case, adding designer patterns to a boring garment. "And you get your evolutionary novelty without having to invent new genes," Werner says.

Werner's been down this research road before. He introduced stripes onto the spotted wings of fruit flies ("from a leopard to a zebra"), showing that a certain cancer gene is sufficient to induce pigment patterns on Drosophila wings, and landed on the cover of Nature, one of the leading scientific journals in the world. The magazine's cover hangs in his office.

"Now we want to use our new methods to find out how the abdominal pigment pattern is generated, and how it is encoded in DNA," says Raja."

The genes that seem to paint the pigment spots on the abdomen are important for other reasons, Werner says. Some of them have additional roles in defining the head-to-tail axis in animals and are crucial for the proper development of the vertebrae in humans. If these genes misbehave during the development of the human embryo, gross disabilities or embryonic death will occur.

"Many diseases like cancer and vertebra-related disabilities are caused by the 'misbehavior' of genes, when they are expressed at times and places or in amounts they are not supposed to be," Werner says. "Our work focuses on understanding how the cancer- and disease-causing genes in the fruit fly are regulated, and how they regulate their downstream target genes."

The biggest promise for the future, however, involves those three "bad" genes. By studying them, Werner and Raja believe they can identify targets for gene therapies against cancer and genetically inherited developmental defects.

Targeting these genes when they start misbehaving could lead to happier and healthier tomorrows for many people: a grand result from research on miniscule flies.

OTTAWA - Federal lawyers have agreed to a fast-track formula that will see roughly 900 of the country's most severely injured veterans compensated for a clawback of their disability pensions.

A letter signed by the lawyers involved in a class-action lawsuit against the Conservative government ? obtained by The Canadian Press ? calls the payments an interim step while negotiations continue towards a settlement with more than 4,500 former soldiers.

Up until last spring, the federal government was fighting a drawn-out legal battle against the class-action claim by veterans whose long-term disability benefits were reduced by the amount of their monthly disability pensions.

Last May, a Federal Court judge "unreservedly'' rejected the government's arguments.

Defence Minister Peter MacKay ordered the clawback to end July 1, but the most severely disabled veterans continued to lose disability benefits because other payments exceeded the limit of 75 per cent of their military salaries.

The lawyers say interim payment to those clients will begin on Oct. 22.

Those with the most grievous injuries, known as "zero-sum" clients, should have seen an immediate reinstatement of the benefits, particularly since many can't work and must rely solely on pain and suffering awards, veterans' advocates have argued.

Veterans of the war in Afghanistan will benefit the most from the fast-track process, they added.

The payments are being made regardless of the outcome of the overall negotiations; it remains unclear how much money will be involved.

The private insurance company that manages the file, Manulife Financial, has a list of those who qualify and will do a case-by-case assessment in the new year to determine whether each individual's payments will be permanent, and at what rate.

After deciding not to appeal the Federal Court ruling last spring, the government appointed a negotiating team to arrive at an overall settlement, something that is now not expected to be finalized until January.

Internal government estimates have suggested the settlement could run to $600 million, but that figure could prove on the low side: negotiators have discussed setting the compensation cut-off date at 1976, the year the program was established.

Earlier this week, Veterans Affairs Minister Steven Blaney announced his department was immediately ending the controversial policy of clawing back the benefit payments of disabled soldiers, a separate program from the one run by National Defence.

Blaney's decision was also a consequence of the Federal Court ruling.

The government will no longer deduct the amount of a veteran's pension from benefits for lost earnings and Canadian Forces income support, a move that is expected to cost the federal treasury over $177 million in the next five years.

Niklaus Schwenker, a spokesman for Blaney, said the original court ruling was focused on National Defence and extending it was not something the government was obliged to do.

"While the court decision did not address Veterans Affairs Canada, Minister Blaney and our government decided to go above and beyond by harmonizing relevant Veterans Affairs Canada programs," Schwenker said.

New Democrat veterans critic Peter Stoffer said he was floored by the comment and suggested it strengthened legal arguments being made by RCMP members in a class-action lawsuit similar to the one waged against National Defence.

"If you're this generous, you might as well keep on going," Stoffer said late Friday. "You don't need a judge to tell you what the right thing is to do in the case of the Mounties and federal employees and superannuation."

All federal employees who receive Canada Pension Plan disability benefits are deducted dollar-for-dollar from their superannuation payments and Stoffer says it is as injust as what happened to soldiers and veterans.

The Conservatives blatant politicking may end up coming back to haunt them, he said.

"Why do they have continously say how great they are," Stoffer said. "It just shows you even in the face of defeat, they cannot admit they were wrong about defending this case, and can't show a little humility."

Slump in August imports shows soft Canadian economy

OTTAWA (Reuters) - Canada's imports in August dropped by a surprising 3.1 percent from July, suggesting the Canadian economy is struggling to cope with weak international markets and slowing domestic demand.

The fall in imports reported by Statistics Canada on Thursday overshadowed a bigger drop than expected in the trade deficit, to C$1.32 billion ($1.35 billion) in August from a record C$2.53 billion in July. Exports slipped by 0.1 percent.

The trade deficit, the fifth in a row, was smaller than the C$1.90 billion shortfall predicted by market analysts.

The value of imports fell to C$38.79 billion on widespread declines in every sector except energy, while volumes were down 2.2 percent. It was the largest month-on-month fall in imports since the 4.4 percent drop recorded in May 2009.

"That's the big story here. The drop in imports was broadly based and could signal weakness in the domestic economy both in terms of soft consumption and weak business investment," said Scotia Capital economists Derek Holt and Dov Zigler.

"That would fit concerns regarding business confidence heading into a highly active global events calendar including the U.S. fiscal cliff," they said in a note to clients.

The "fiscal cliff" refers to the combination of spending cuts set to take effect on January 2 and tax increases that could seriously dent U.S. growth.

Last week Canada's federal government said its budget deficit last year was slightly bigger than forecast and blamed the economic crisis in Europe as well as a patchy U.S. recovery for a drop in revenues.

Few analysts believe third-quarter growth will be anywhere near the Bank of Canada's latest forecast of 2.0 percent.

"The slide in imports points to softness in domestic spending in the third quarter, with the volume of machinery and equipment imports down at a 10 percent annualized rate so far in the third quarter, pointing to a pullback in capital spending," said Doug Porter, deputy chief economist at BMO Capital Markets.

The Canadian dollar strengthened to a session high against its U.S. counterpart on Thursday, in part because U.S. jobless claims fell to the lowest level in more than four years.

The Canadian currency was trading at C$0.9777 to the greenback, or $1.0228, compared with C$0.9798, or C$1.0206, minutes before the data was released. Two hours later it was at the same level.

The gloomy imports data deflected attention from disappointing export figures. Canada, as a major trading nation, depends heavily on its export sector.

Exports dropped 0.1 percent to C$37.47 billion. A 0.7 percent decrease in prices offset a 0.7 percent increase in volumes.

Exports of industrial goods fell by 6.1 percent, while shipments of energy rose by 5.5 percent.

"The recent weakness in exports suggests that Canada's economy may have come close to stagnating in the third quarter," said David Madani, Canada economist at Capital Economics.

"What's more, the outlook for fourth-quarter GDP growth is not a whole lot better given the global slowdown underway," he said in a note to clients.

Exports to the United States - which took 73.8 percent of all Canadian exports in August - increased by 1.4 percent while imports from the United States fell by 4.3 percent.

As a result, Canada's trade surplus with the United States rose to C$3.48 billion from C$2.02 billion in July, the highest level since May when the surplus was C$4.61 billion.

Separately, Statistics Canada said the prices of new homes in Canada rose by 0.2 percent in August, the 17th consecutive month-on-month increase.

The Canadian government, which imposed tighter mortgage rules in June, and the Bank of Canada have long expressed concern that the housing market might overheat. The new housing price index excludes condominiums, which the government says are a particular cause for concern.

A new Canadian composite leading indicator, released for the first time on Thursday, showed a rise of 0.1 percent in August and suggested Canada will avoid a recession this year.

It was the launch of the indicator by the private-sector Macdonald-Laurier Institute, which is trying to fill a void left after government agency Statistics Canada canceled publication of its composite leading indicator in May.

Finance leaders to address global economic threats

WASHINGTON (AP) ? When global finance ministers meet this week in Tokyo, they'll confront a triple challenge: Economic troubles in three major regions are threatening the world's economy.

And political conflicts are complicating the problem.

Europe is gripped by a debt crisis and stalled growth. A budget standoff in the United States is set to trigger tax increases and spending cuts and perhaps a recession. A weaker Asia is slowing worldwide growth.

Mindful of those threats, the International Monetary Fund has turned gloomier about the global economy. And it's warning that even its dimmer outlook might prove too optimistic if Europe and the United States fail to resolve their crises.

Developed countries are facing a heightened risk of recession, and their troubles threaten China and other emerging economies, the IMF says in its updated World Economic Outlook.

No major solutions are expected to emerge from the Tokyo talks, which begin Thursday when finance ministers and central bank presidents from the seven wealthiest countries meet. They'll be followed Friday by the start of annual meetings of the 188-nation IMF and its sister lending group, the World Bank.

The leaders are expected to downplay any disagreements to avoid jolting financial markets. But they're also likely to warn nations that action is urgently needed to avoid a global disaster.

Their focus will be on Europe, whose financial crisis is entering its fourth year. It poses the gravest risk. European leaders have taken steps to defuse the panic over high government debts and weak banks. Even so, their economies are ailing. Six countries are in recession. More are expected to follow.

Political tensions in European nations over how much to cut spending and debt and how much to promote growth have complicated any solution. The IMF is expected to discuss whether to intensify its oversight of countries that have received IMF aid.

"The European situation is clearly the muddy water coming from upstream," said Sung Won Sohn, an economics professor at the Martin Smith School of Business at California State University. "It is hurting the global economy."

The finance leaders are also sure to warn that if the United States doesn't soon resolve its fiscal crisis, it could derail the fragile U.S. and global economic recoveries.

Here's a look at the threats from Europe, the United States and Asia that will command the attention this week of the Group of Seven wealthy industrial countries, the IMF and the World Bank:

? THE UNITED STATES

The U.S. economy is struggling. It grew at a puny 1.3 percent annual rate in the April-June quarter. The IMF expects it to expand 2.2 percent for all of 2012 and just 2.1 percent next year. The U.S. unemployment rate is a still-high 7.8 percent. Manufacturing remains sluggish. Workers' pay is trailing inflation.

And the U.S. economy remains at risk of dropping off a "fiscal cliff" when 2013 begins. Tax increases and deep spending cuts will take effect unless Congress breaks a budget impasse.

If those measures do take effect, most economists think the U.S. economy would topple into recession next year. The Congressional Budget Office estimates that the U.S. unemployment rate would rise to 9.1 percent by fall. It's now 7.8 percent.

Other nations worry about how a recession in the world's largest economy would ripple around the globe. And surveys of U.S. companies suggest that the fiscal cliff has made some reluctant to hire until the crisis is defused.

Congress will also need to raise the federal debt ceiling early next year. The last debt-ceiling standoff in 2011 was resolved at nearly the last minute, narrowly averting a first-ever default by the U.S. government.

"We will see the rest of the world expressing concerns about the threats if the United States doesn't get its act together and this failure destabilizes financial markets," said Eswar Prasad, an economics professor at Cornell and a former top IMF official.

Many investors appear to assume that Congress will resolve the budget dispute and raise the debt limit once it returns after the November elections for a "lame-duck" session.

In Tokyo, Treasury Secretary Timothy Geithner will likely assure his counterparts that the administration is intent on helping Congress strike a deal to avoid an economic catastrophe.

? EUROPE

As a whole, the alliance of 17 economies that use the euro will shrink 0.4 percent this year and grow just 0.2 percent next year, the IMF predicts.

Europe's economic slide has been deepened by its financial crisis. Countries such as Greece and Spain are suffering from high debts and weak banks. Greece, Ireland and Portugal have already needed bailouts.

Some relief has come from a pledge by the European Central Bank to buy unlimited amounts of government bonds to help lower borrowing costs for the most troubled nations.

Yet political differences are making a solution difficult. Proposals to shore up Europe's financial system ? by authorizing the ECB to supervise banks and creating shared bank deposit insurance ? have run into obstacles. Germany, for example, wants more time to finalize details before making the ECB the supervisor of banks.

The IMF warns that a failure to bolster Europe's banks and more tightly link its economies would further darken the outlook for the continent.

Spain has begun to unnerve investors by declining so far to ask for financial aid from the rest of the eurozone. That's a condition for receiving help from the ECB. The Spanish government fears the eurozone would force it to make further deep spending cuts. Spain's delay in seeking aid has caused its borrowing costs to creep up.

The most troubled European nations remain gripped by dismal economies. Unemployment in the eurozone as a whole is 11.4 percent. Greece, Spain, Italy, Cyprus, Malta and Portugal are in recession. Unemployment in Greece and Spain is around 25 percent.

? ASIA

China has been a potent economic engine for Asia and the world. But its annual growth fell to a three-year low of 7.6 percent in the quarter that ended in June. The IMF expects China's economy to grow 7.8 percent this year.

That's explosive by Western standards. But as recently as 2010, China's annual economic expansion topped 10 percent. The slowdown has hurt Chinese companies that depend on robust growth. The weakening of its export markets in Europe and the United States will likely delay China's rebound.

Japan's economy, the world's third biggest, is far worse off. The IMF expects the Japanese economy to grow just 2.2 percent this year and 1.2 percent in 2013 as construction related to its recovery from the 2011 earthquake slows. Japan's population is shrinking and aging. And its economy is facing high debts and stagnation.

For developing Asia-Pacific economies as a whole, the World Bank predicts 7.2 percent growth this year. India's cooling economy will grow 4.9 percent, Brazil's just 1.5 percent, the IMF predicts.

Friction between China and Japan over disputed islands in the East China Sea poses another threat to the region's growth. The antagonism and a wave of anti-Japanese riots in China have slashed demand for Japanese-brand cars and cooled a once-booming tourist trade between the two countries.

J.P. Morgan predicts that Japan's auto exports to China will plummet 70 percent during the October-December period. Exports of auto parts will tumble about 40 percent, as will exports of other consumer products such as electronics, J.P. Morgan estimates.
